To use Stealing, first open the Skill Book (press K in-game) and browse to the Stealing skill. Drag the window to your hotbar and use that button to activate stealing. Items that can be stolen will also have a right-click option for "Steal"
Thieves are able to attempt stealing items from: Players, Pets, Town Containers, NPCs, Monsters
You can perform a blind-steal by targeting a player/NPC/monster directly

Using Stealing or attempting to steal will always reveal the thief
Thieves are limited in the weight of items that they can steal. For every 10 points of stealing, 1-stone items are able to be stolen. For example, at 30 stealing, 3-stone items are able to be stolen. At GM, 10-stone items are the maximum stealable weight.
Stealing is always considered a crime.
If you are caught by a human NPC, they will call the Guards instantly to have you guard-whacked regardless of whether you succeed or fail.
Preventing getting caught stealing requires the scenario in which following criteria is met:
Thieves cannot report murders when they are killed, as long as they are in the Thieves Guild.
Thieves that receive a murder count are immediately removed from the Thieves Guild until all murder counts are dissolved.
The Perfect Crime is a scenario where you did not get caught and your name remains blue, but you are still considered a criminal.
When you pull off the Perfect Crime your name will remain blue to everyone until you either:

There is a chance to pull off the Perfect Crime when there are no witnesses, which further increases your success chance to steal the object

Players in the Thieves Guild cannot use camouflage potions.
Thieves can steal from mobs in dungeons, and obtain valuable loot if they are in the Thief's Guild. The daily protected dungeon (safe from PVP) is not enabled for PVE stealing.
There is a maximum 85% chance to remain hidden while stealing from a mob. The chance to be revealed while stealing from monsters depends on their combined skills in stealing, snooping, stealth, and hiding.
Humanoid mobs can be snooped to reveal their stealable loot. Their loot dropped on death and the stealable loot are separate containers, so one should not impact the other.
Thieves can also obtain valuable items that assist with stealing, such as bumping the remain-hidden chance to 95%, snooping and stealing from further away, enabling smoke-bombs to be used instantly after revealing, etc… These are obtainable by spending Thief Coins, which are either stolen from mobs, or rewarded from a Black Market Goods turn-in.
Black Market Goods come in multiple rarities: Common, Uncommon, Rare, Extremely Rare, and Legendary. They are turned in to the Red NPC Thief behind the Thief Guildmaster's building in Buccaneer's Den, and can contain extremely valuable rewards.
Mobs that are in-combat are much harder to steal from.
Thieves in the Thieves Guild can purchase a Disguise Kit that allows players to apply a temporary disguise which you can tailor to your liking, including changes to their appearance and a random name. The Disguise Kit is a tool (not a single use consumable like a potion).
This is a more effective method to apply a disguise than the Incognito spell as the disguise includes your look and it lasts much longer - approximately 15 minutes.
- Magic Thieves Hood: Adds special visual effects when using a smoke bomb, enhancing the thief's dramatic escape.
- Shadow Dancer's Talisman: Increases the maximum chance to stay hidden during PVE stealing to an impressive 95%.
- Shadow Reach Talisman: Extends the distance from which a thief can steal, allowing for more strategic positioning.
- Shadow Snoop Talisman: Increases the distance from which a thief can snoop, making it easier to scout out potential targets.
- Lucky Charm Talisman: Adds an additional 10% chance to commit the perfect crime.
- Talisman of Precision Disarmament: Adds a 20% bonus chance to disarm player-trapped containers, improving safety when pilfering goods.
- Thieves' Lucky Reward Bag Talisman: Adds a 20% bonus chance to receive a Thieves Coin when turning in black goods reward bags.
- Thieves' Magic Trap Talisman: When a magic trap is placed on a dungeon chest, it will paralyze the player who opens it for 15 seconds.
